Rules and Procedures
Introduction
The following information consists of rules and procedures enacted by
the District 2AAAAA District Executive Committee. The first section includes
specific information in alphabetical order by topic. The second section includes
specific information in alphabetical order by sport. The date in parentheses
indicates the date of the DEC Meeting at which the rule or procedure was approved.
The 2AAAAA
District Executive Committee (DEC) Minutes will not be published online.
Changes made after August 2000 will be underlined.
Topics
Band
Chaperones - Varsity Football (8-13-1991)
- The number of official band chaperones for each band will be limited to two (2) per each bus and two (2) for one extra vehicle.
- No
other vehicles will be able to enter the stadium.
- Official
chaperone badges will be issued to all schools by the morning of the first
game.
- Any
volunteers that exceed the number of passes given to a high school will
need to purchase tickets to be admitted to the activity.
- Stadium managers will make sure these guidelines are enforced.
Bi-District
Agreement between 1AAAAA and 2AAAAA (1994, affirmed 6-23-1999)
This proposal was agreed upon by the athletic directors of EPISD, SISD
and YISD beginning with the 1994-95 season. Cost and organizational factors
were the major rational behind the proposal.
The
2AAAAA principals reached consensus that these rules supersede UIL rules (8-24-2000).
Volleyball
The 1st place teams get byes to the next round. The other four teams play
a doubleheader bi-district with the # 2 team of 2AAAAA hosting for '94-95,
'96-97, '98-99, '00-01, etc.. The # 2 team of 1AAAAA hosts for '95-96, '97-98,
'99-2000, etc.
Football
The top three district teams advance to the Bi-District round and are
ranked 1st, 2nd and 3rd.
The team from each district with the largest enrollment goes into the large
enrollment division. If one team has a higher ranking within its district
than the ranking of the team in the other district, the higher ranked team
will host the lower ranked team. If both teams have a similar ranking within
their respective districts, a coin toss will determine which team will host.
Of the two teams from each each district advancing in regular AAAAA post season,
based on the original rankings, the team with the higher ranking from each
district will host the team with the lower ranking of the team from the other
district. If the two opposing teams have the same ranking, then a coin toss
will determine the host team.
Basketball
and Soccer
The championship team gets a first round bye. For bi-district games, the #
2 team in each district hosts the # 3 team.
Baseball
and Softball
The championship team gets a first round bye. If the bi-district is to
be a one game playoff, then the # 2 team will host the # 3 team. If the bi-district
is to be a best 2 of 3 series, the # 2 team may choose to host the Friday
game or host the one/two Saturday games. The # 3 team would host the game(s)
not chosen by the # 2 team.
Chairperson
(6-14-2000)
Phil Hatch, Montwood HS will serve as the 2AAAAA Chairperson for 2000-01
and 2001-02.
Carol Allen, Hanks HS served as the 2AAAAA Chairperson for 1998-99 and 1999-2000.

Forms (9-27-2000)
Varsity eligibility will be recorded through the 2AAAAA DEC Chairman , YISD
Athletic Office and Socorro Athletic Department. Lower level eligibility will
be recorded at the YISD Athletic Office and the SISD Athletic Department.
Team sport and individual sport eligibility forms are due prior to the
first varsity contest.
El
Paso Athletic Hall of Fame Selections (2-5-1998)
A form will be sent out to assist in determining the campus male and female
nominations for the high school athletes to represent YISD and SISD for the
El Paso Athletic Hall of Fame. Forms will be sent out in mid-March and are
to be returned in April. Honorees will be recognized at the May Banquet.

Letter
Awards (2-1-1989)
The lettering of an athlete should be left to the descretion of the head
coach when the lack of participation is the result of a disabling injury.
Athletes not completing the season for any reason other than an unavoidable
move from the attendance zone will not be awrded a letter even though the
criteria may have been satisfied.
Football:
should play one half of the quarters played during the season or be a regular
on one of the speciality teams, or at the descretion of the coach.
Volleyball,
Basketball and Soccer: should play in one half of the games played.
Track
and Field: should participate in at least 6 meets during the regular season
and in the district meet.
Baseball
(and Softball): should play in one half of the total games during the
season or pitch a total of 35 innings. Relief pitchers letter at the descretion
of the coach.
Tennis:
should play in a least 15 dual matches, enter in at least 3 school tournaments
and play in the district tournament.
Swimming:
should swim in at least 6 meets, 3 of which must be major, and participate
in the district tournament.
Golf:
should play in 6 tournaments and play in the district tournament.
Cross
Country: should run in 5 major meets and in the district meet.
Gymnastics:
should participate in 3/4 of the meets during the regular season and participate
in the district meet.
Trainers:
should work a minimum of two seasonal sports or one year round sport and
be a junior in eligibility.
Managers:
should work a minimum of two years in seasonal sport or one year in a
year round sport and be a junior in eligibility.
Wrestling: should compete in 6 varsity tournaments or quadrangulars during the season and participate in the district tournament (9-27-2000).
Mechanical
and Other Noisemakers (9-27-2000)
District 2AAAAA schools will follow UIL Rules for gymnasiums and fieldhouses
(1208, (n)).
Moving
Athletes (6-23-1999)
UIL guidelines will be used to determine the proper means of moving students
in Athletics. In individual sports a school whose team wins an open division
must have a full varsity team in order to be recognized as open division champions
and receive the team award.
Officials'
Pay (6-14-2000)
Varsity
officials will be paid according to the UIL Pay Scale.
Sub-Varsity

Baseball (12-9-1999): Single JV/B/C: $ 23.00.
Basketball (9-22-1999):
Football (6-14-2000): Single JV/B/C: $ 23.00; Single 9th: $ 20.00.
Soccer
Softball (12-9-1999): Single JV/B/C: $ 23.00.
Volleyball (6-14-2000): Single JV/B: $ 17.00; Single 9th: $ 13.00.
Wrestling
Protests
Any protest must be made prior to district certification (Volleyball 6-14-2000,
Baseball 12-9-1999, Basketball 9-22-1999).
Realignment
(2-1-2000)
A member representing a 2AAAAA school will draw for numbers for scheduling
and realignment at the DEC meeting on the day of the realignment. These numbers
will determine the position in the UIL rotation for single and double round
robin scheduling for the next two years.
Signs
(Volleyball 6-14-2000, Basketball 9-22-1999)
A school will be permitted one non-provocative spirit sign at a game,
subject to approval by the principal.

Tiebreakers
- Varsity
2AAAAA Baseball, Basketball, Softball, Volleyball (adopted 10-27-1992, reaffirmed
6-23-1999)
The three teams representing the district in post-season play-off games
will be the first, second and third place teams with the best win/loss percentage
at the end of the double round robin. If two or more teams are tied at the
end of the double round, all will be declared co-champions.
If two teams tie for first place, the coaches may opt to flip a coin to determine
who will represent the district as the 1st and 2nd place teams rather than
have a one game playoff. Should one team prefer a coin flip and the other
a game, they will flip a coin to see if a game will be played. If, due to
the flip, the game is not played, another flip will determine the 1st and
2nd place representatives. If, due to the flip, the game is played, the winner
will represent the district as the 1st place team. The game will be played
at a site to be determined by the teams involved.
If three teams tie, the teams will flip coins. The odd team draws a bye. The
two remaining teams will play. The winner will play the team with the bye.
The winner of this game will represent as the #1 team. The loser will be the
#2 team if that team has beaten the other team in the first round game. If
these teams have not met, they will play for # 2 and #3 spots. These games
will be played at a site determined by the teams involved.
If four teams tie, they will daw for positions. The games will be played,
with the winners playing one game to determine the 1st and 2nd place representatives.
Losers in the first round will play to represent as the #3 team. These games
will be played a site to be determined by the teams involved.
If five teams tie, all teams will draw numbers. The team drawing # 1 will
get a first round bye. The other four will draw for places as in the first
round of the four team bracket. The winnner of these two games would flip
for a bye with the other team playing the first round bye team. The winner
of this game will represent in the #1 position.The other two teams will flip
for the right to represent in the #2 and #3 positions.
If there is a clear-cut champion and there is a tie for second place or third
place, the above method will used to break the tie. A team that is tied for
the right to play post season will not lose that opportunity on an initial
coin toss, but will have the right to a playoff. However, teams that are tied
and will definately progress to the playoffs, may opt to toss a coin for the
right to represent in a certain position without having to play the game.
2AAAAA
Football (6-14-2000)
First Place: If two teams are tied in percentage, the tie will be broken
by the score of their district game. If three or more teams are tied, teams
will coin flip coins with the odd team going out until only two teams remain
- this tie will be broken as described above.
Second Place: If first place is determined and two teams or more teams are
tied for second place, then the procedures described above will apply.
Third Place: If first and second place are determined and two or more teams
are tied for third place, then the procedures described above will apply.
2AAAAA
Soccer (12-9-1999)
1. Head to Head Record between the teams ties.
2. Revert to UIL Tiebreaker Rules.
Tiebreakers
- Sub Varsity Levels
In case of a tie at a sub varsity level, the teams tied for 1st place
based on win/loss percentage will be declared co-champions (Volleyball 6-14-2000,
Baseball 12-9-1999, Basketball 9-22-1999).
Tournament
Play
Tournament play cannot affect District play (6-23-99).
Transfer
Rule (8-29-1990)
UIL Rules regarding transfers and residence only apply to varsity athletes.
Unsportsmanlike
Rule (adopted 11-1-1990; reaffirmed 6-23-1999)
In the event of an un-sportsmanlike athletic confrontation (physical/verbal
altercations), any non-participating individual (student trainers, managers,
players) who enters the competitive area of an athletic contest is subject
to the following regulations:
1. He/she is not allowed to play in the next two games, or in the next two
games he/she is physically able to compete as based on a physician's or athletic
trainer's written release.
2. He/she will not be a member of any athletic team until he/she has sat out
two contests:
.....a. If he/she participates in a sport whose season does not have two games
remaining in the season, the penalty will carry over to the season of the
following school year.
.....b. If a non-senior participates in only one sport and the sport does
not have two games remaining in the season, the penalty will carry over to
the season the following school year.
3. He/she must attend athletic period only:
.....a. He/she will not participate in team drills.
.....b. The coach will assign other activities for grading purposes.
4. He/she may not have contact with the team except for the athletic period:
.....a. May not travel on the team bus.
.....b. May not wear any part of the team uniform.
.....c. May not occupy the team area before or after the athletic period or
during any contest.
An employee breaking any of these regulations is subject to reprimand and
disciplinary action.
Video
Rules (5-13-1998)
District 2AAAAA will allow identified parents to video athletic contests.
Sports
Baseball
(12-9-1999)
The official baseball for district play will be a Diamond D-1.
Two umpires will be assigned for each game by the El Paso Umpires Association.
Official scorer must be from the home team.
Speed up Rule is adopted for district play.
The 10 run rule is effect for regular season and playoff games.
Prior to the game, the two principals may postpone the game if deemed necessary.
The Athletic Director(s) should be notified immediately.
C Team is Non-Honors and no team championship will be awarded.
Coaches will be allowed to occupy the coaches boxes provided they are in uniform.
In playoff games/matches both schools shall have a designated school administrator.
Basketball
(9-22-1999)
The official game ball for boys games will be a top grade leather or composite
basketball provided by the home team. All girl's teams will be playing with
a regulation size girl's ball, which is top grade leather or composite and
will be provided by the home team.
One photographer from each school will be allowed on the floor during a basketball
game.
Varsity, JV/B and 9th teams will wear light colored jerseys.
Cross
Country (6-14-2000)
Varsity boys will run three miles and varsity girls will run two miles.
The championship will be determined at the District 2AAAAA Meet to be held
at Blackie Chesher Park on October 28, 2000 starting at 9:00 AM. The top ten
individuals and top three teams will advance to Regionals in Lubbock on November
6, 2000.
Meet Guidelines:
1. A meet official may request that an athlete remove any jewelry, illegal
headgear or inappropriate apparel prior to a race. A coach from an opposing
team may bring a uniform infraction to the attention of an official prior
to a race. The official will then take appropriate action. An official will
allow the athlete up to five minutes to remove the illegal article. Failure
to follow an official's directive will result in disqualification. If an athlete
rolls up an illegal spandex and it becomes visible during a race, the athlete
will be disqualified. There will be no apparel protests after a competitior
has begun a race.
2. The DEC Policy on sub-varsity teams and varsity teams will be strictly
adherred to in 2AAAAA competition. This will be enacted prior to the competition
whenever possible, but may be enacted at the conclusion of competition.
3. A full team will consist of seven runners.
- Football
(6-14-2000)
The official ball will be an official leather football in natural tan color with two white stripes. The offensive team may provide their own game ball. - The home team will wear dark jerseys and the visiting team will wear light jerseys for varsity and sub-varsity games. Coaches should contact non-district opponents in regards to jersey colors.
- If in the judgement of the two principals involved a sub-varsity game needs to be postponed, the principals have the authority to postpone the game and set a subsequent date. The athletic director(s) should be consulted and will contact the officials regarding a postponement.
- Length of a varsity or junior varsity game (B or C) is 12 minutes. Length of a 9th game is 10 minutes.
- The district champion will be the team with the best win/loss percentage in district games. Refer to the topic Tiebreaker for situations involving ties.
- UIL Rules require that all varsity games ending in a tie after regulation play will follow the NCAA tie-breaking procedures to determine a winner.
- A maximum of 20 program sellers will be admitted free.
- Band members, majorettes, twirlers and cheerleaders will be admitted in uniform to district and non-district games when their school is playing.
- For District games, the home band only will perform at halftime for a maximum of 15 minutes. Vistiting bands may perform before the game for a maximum of 10 minutes. Coaches should have the teams off the field by 7:15 PM and the band must be off the field by 7:25 PM. Games with different starting times will adjust these times accordingly. Halftime for regular games will be 20 minutes.
- Special events approved by the Athletic Department will be a maximum of 28 minutes.
- Blackouts are not permitted at football games (6-23-1999).
- The home team will play the national anthem at a time that will not interfere with the start of the game.
- El Paso Football Officials Association members will be used in all district games and are recommended for the Bi-District.
- Five officials will be assigned to each varsity and sub varsity game.
- Goal posts will be solid white or yellow, and will be undecorated.
- The individual school will be responsible for their own concessions.
- The
Athletic Directors may grant contracts to stations desiring to broadcast
games.
Passes:
- Varsity teams will not be issued passes.
- District passes will not be issued for school newspapers or yearbooks.
- School newspapers will be issued three (3) single passes for each game.
- Middle school coaches assigned by the high school head coach will be given a pass for scouting purposes.
- Local coaches and administrators having passes for local games must show their passes for admission.
- Two
(2) scouts from schools playing the following week may be admitted to the
press box, more coaches will be allowed if space permits.
All
Activity Passes:
- 75
(includes administrators, coaches, trainers, sponsors and spouses) for YISD
and SISD high schools.
- Team
doctors will be issued two (2) passes each.
- The
sub-varsity squads of the the two competing bi-district teams will be admitted
when identified by their coaches.
- The
competing districts will determine if any complementary passes are to be
issued for Bi-District.
2AAAAA
Football Video Regulations (adopted 8-16-91, modified 6-23-99):
1. In filming, the picture must cover a minimum of 15 yards and no more
than 20 yards from the last offensive player downfield through the defense.
2. Scan from down/distance markers to lineup prior to play.
3. The camera must flash the scoreboard between every play.
4. Start film prior to snap.
5. Show scoreboard on change of possession.
6. The games must be filmed as played.
7. Game must be filmed on Super-VHS tape.
8. Film trade will be as follows:
.....a. In all cases the trade film must be first generation Super VHS.
.....b. School will always keep the master tape.
.....c. Traded film will be returned on Friday night at the game.
.....d. Teams will trade tapes of the previous three games regardless of open
dates.
Golf
USGA Rules and Adaption of UIL Rules will be followed:
1. Best 4 of 5 scores count, or 4 scores may count toward championship. 1st
and 2nd place teams and 1st and 2nd place medalist for boys and girls advance
to Regionals.
2. Ties: 1st and 2nd place teams and/or medalists, will be decided immediately
in a sudden death playoff starting on the first hole.
3. Each school may enter 2 teams and 3 medalists.
4. Caddies will not be used.
Each school will be responsible for providing 4 score keepers for the District
Golf Tournament.
2AAAAA Rules of Play 1999-2000
1. Ground Under Repair (Rule 25.1): All French drains, drainage ditches with
or without gravel and all areas defined by white lines.
2. Out of Bounds (Rule 27): Defined by white stakes or fence posts (Painted
Dunes), white stakes, rock walls and curb of street (Emerald Springs). Out
of bounds determined by the nearest inside points of the stakes or fence posts
at ground level. NOTE: Emerald Springs: interior out of bounds on right side
of #1 (stakes are played as obstructions on #9). A ball lying in the road
or coming to rest beyond the road on #6, #8, #10 & #17 is out of bounds,
even though it may lie on another part of the course.
3. Water Hazards (Rule 26): Lateral water hazards, defined by red stakes and/or
lines on the ground; hazards defined by yellow stakes and/or lines on the
ground. When both lines and stakes are used, the stakes define the hazard
and the lines define the margin of the hazard. NOTE: Emerald Springs: #2,
#6 & #13 are lateral hazards; #16 is a hazard for the boys and a lateral
hazrd for the girls. Painted Dunes: #10 is a lateral hazard, #8 & #11
are hazards. An additional option on #8 is a drop circle for boys is located
at the forward tees and the girls approximately 10 yards from the green.
4. Cart Paths (Rule 24): Only artificially surfaced paths and/or roads are
treated as immovable obstructions. Fence posts (entrenched), connecting ropes
bordering cart paths and heavily rocked areas next to cart paths are considered
part of the cart path for relief options.
5. Provisional Ball (Rule 27.2): If a ball may be lost outside a water hazard
or may be out of bounds, the player may, after declaring her/his intentions,
play a provisional ball.
6. Pace of Play (Rule 6.7 and Committee): A player shall at all times play
without delay. A group is out of position and subject to penalty at any time
there is a clear hole in front of them. When out of position, players taking
40 seconds or more to play a stroke may receive a one stroke penalty with
previous warning; second offense, two stroke penalty; subsequent offense,
disqualificaation.
7. Doubt as to Procedure (Rule 3.3): During the play of a hole, when a player
is doubtful of a rule or procedure, the player may, without penalty, play
a second ball. The player shall announce to his/her fellow competitors her/his
intentions and with which ball she/he will score if the rules permit, then
report the facts to a rules official before returning the score card, unless
the player scores the same with both balls.
8. Embedded Ball Rule (Rule 25.2): Modified to be "through the green"
(all areas of the golf course except the teeing ground and green of the hole
and all hazards on the course.
9. Painted Dunes: Hole #9 & #18 Putting Green Defined. The putting green
is defined by a green line. A ball is deemed to be on the putting green when
any part of it touches the putting green. The line itself is on the putting
green.
10. Stroke Limit: A player shall pick up and record a 9 after the eighth stroke
on a hole.
11. Starting Time: The note to Rule 6-3A is in effect at Painted Dunes - if
a player arrives at his/her starting point , ready to play, within five minutes
after his/her starting time, in the absence of circumstances which warrant
waiving the penalty of disqualification as provided in Rule 33-7, the penalty
for failure to start on time is loss of the first hole to be played in match
play or two strokes in stroke play. Penalty for lateness beyond five minutes
is disqualification.
12. Dangerous Situations: When play is suspended, all players must immediately
discontinue play and not resume play until the Committee has ordered a resumption
of play. All practice areas shall be closed during suspension of play until
the Committee has declared them open for use. Penalty for breach of rule is
disqualification. Suspension: one short blast of horn or shotgun blast. Resumption:
two long blasts of horn or two shotgun blasts.
13. Attire: Athletes shall wear proper golf attire in school colors. Appearance
should be neat with respect to personal grooming and clothing, i.e. proper
fitting trousers or shorts,
SPORTSMANSHIP AND RESPECT FOR FELLOW ATHLETES SHOULD BE EXHIBITED BY ALL ATHLETES
AT ALL TIMES.
ALL PLAYERS SHOULD KNOW AND FOLLOW THE RULES AND ETIQUETTE OF GOLF.
Scorekeepers assigned to each group will enforce the following rules dealing
with etiquette:
A. Advice: coaches, parents and interested spectators should be reminded that
they are spectators and it is not their responsibility to report possible
rules violations. Rules violations should be reported by the players, monitors
or marshalls of the meet. Parents, friends and spectators should stay a substantial
distance from competitors during play. After play has started, coaches and
coaches may not coach or advise players. On course encouragement, support,
applause, etc., is not considered coaching or advise; therefore, is permissible.

B. Carelessly and/or deliberately throwing/breaking clubs or equipment.
C. Damaging of course - players show proper respect of golf course.
D. Cussing/foul language - defined as profane, vulgar or abusive language
audible to others.
E. Other unsportsmanlike conduct as defined by the UIL.

Scorekeeper's Responsibilities:
A. Keep an accurate score of each competitor in group. Remember - whiffs count.
Athletes should announce out loud to their marker and the rest of their group
their score upon holing out on each hole.
B. If unsure of a ruling, consult with an official or play a second ball and
record both scores.
C. Administer warnings and report etiquette violations outlined above.
D. Athlete's scorecard is not official until signed and checked by the scorer,
contestant and scorekeeper for the group.
Gaming Committee - to enforce the etiquette and sportsmanship.
(Coaches, etc. to be named prior to event.)
Soccer
(12-9-1999)
National Federation Rules with UIL modifications will apply.
UIL Soccer Card Point System revised for 2000-01 season.
A district game tied at the end of regulation will go immediately to a shootout.
In playoff games/matches both schools shall have a designated administrator.
Junior Varsity soccer games may be shortened from 35:00 to 30:00 if agreed
upon by both coaches and the officials (2-1-2000).
Soccer Round Robin Tournament games can be limited to 30:00 halves with a
10:00 halftime (10-1-98).
Softball
(12-9-1999)
The official ball for district play will be the Wilson 9011. The home
team will provide game balls.
The length of games is seven innings. If there is a need to call a game due
to weather or darkness, it is a regulation game if 5 full innings have been
played or the home team has scored more or equal number of runs than the visiting
team in 4 1/2 innings. A regulation game that ends in a tie shall count as
1/2 game won and 1/2 game lost for each team. If the game is tied and 5 innings
cannot be played, it is declared a "no game" and the game shall
be replayed from the beginning.
The 10 run rule is in effect.
Prior to the game, the two principals may postpone a game if deemed necessary.
The Athletic Director(s) should be notified immediately.
In playoff games/matches, both schools shall have a designated school administrator.
If a suspended game is to be completed, it will be continued with the lineup
and batting order of each team exactly the same as it was at the moment of
suspension subject to the rules of the game (2-5-1998).
Swimming
(9-22-1999)
Trpohies will be awarded to first place teams for boys and girls; and
first, second and third place individuals.
District qualifier participants compete in the event(s) he or she qualified
for at Regionals (9-22-1999).
Team
Tennis (6-14-2000)
The district champion will be determined by a single round robin.
First and second place teams will participate in the Regional Meet in Abilene
on October 27-28, 2000.
Spring
Tennis (12-9-1999)
First and second place singles and doubles in boys and girls will advance
to the regional tournament.
District 2AAAAA Tournament Guidelines
1. Keep score, and call out after each point.
2. Foot faults for matches will be called when requested by players.
3. Athletes are warned prior to the competition regarding misconduct:
.........1st Offense = one point
.........2nd Offense = game
.........3rd Offense = match

4. Athletes shall respect coaches from all schools.
5. No yelling or screaming by players.
6. There shall not be excessive talking by doubles teams between points.
7. Players must stay in the bleachers or six feet away from the fence when
not participating.
8. Only people allowed on the courts will be the participants in each match.
9. Coaches may be inside the fence but not on the court during play.
10. Coaching allowed on the court during the 90 second changeover.
11. All practice serves shall be taken during the warm-ups.
12. Use tie-breaker system on all three sets.
13. Injured players will have three minutes prior to starting the penalty
point system. Natural loss of conditioning will follow the same guidelines.
Athletes will be allowed one five minute delay per match - 90 seconds changeover.
14. There will be no distraction allowed by receivers partner stepping into
receiver's court or moving laterally behind service court once serving motion
begins. Hindrance must be called by opposing team. 1st: warning; 2nd: penalty
point system - see 3..
15. Only radios with ear phones are approved.
16. Play must be continuous.
17. Athletes must wear school-approved uniforms on all competitive days, otherwise
they will be disqualified. Protest must be made before match begins.
18. When two teammates are playing for 3rd place, the matches will be played
simultaneously at two different sites.
The following time guidelines have been set up:
.....5:00 minutes or less = loss of toss + one game
.....5:00 - 10:00 minutes = loss of toss + two games
.....10:01 - 15:00 minutes = loss of toss + three games
.....15:01 minutes or more = default
Ten minute break if set splits, coach may talk to players.
Scorecards are playable.
Umpire chair is not playable unless attached to net post.
Seeding: 2/3 seed same team will be placed.
Team Scoring
Singles: 1st = 15 points, 2nd = 10 points, 3rd = 5 points.
Doubles: 1st = 20 points, 2nd = 15 points, 3rd = 10 points.
If there is a playback, place, medal and points stay for 2nd Place.
Awards
Team Trophy for Boys and for Girls.
Medals for 1st, 2nd and 3rd Places.
Track
There will be freshman (9th) boys and girls divisions in track beginning
the 1999-2000 season (4-1-99).
District 2AAAAA Meet Procedures (4-3-2000)
Entries: Entry cards must be completed for seeding purposes for the meet.
Each individual entrant must have a completed card. Do not complete a card
for an individual alternate. One card is completed per relay team with the
six individuals names listed.
An entry sheet must be completed for each team. The sheet is an official listing
for a team and one alternate may be listed for each individual event. A form
is attached, but coaches may opt to use the UIL entry form. Once a sheet is
turned in at the seeding meeting, there can be no additions. An athlete can
be listed as a competitor in one division and an alternate in another division.
Seeding and Starting Heights: Field events will be seeded with the least mark
to the best mark. Flights will consist of at least 8 competitors with 8 competitors
advancing to the finals. The starting heights for the high jump and the pole
vault will be determined by a consensus of the coaches at the seeding meeting.
Races will be seeded in lane order: 4 - 5 - 3 - 6 -2 -7 -1 - 8. The fastest
time will be placed in the final heat.
Advancement to Running Finals: With two heats, first and second places advance
plus the next four times. With three heats, first place advances plus the
next five times. If 17 or more runners are entered in a race 800 meters or
longer, a decision will be made at the seeding meeting to run preliminary
heats or advance all runners to a final.
Substitutions and Scratches: An athlete may be scratched at any time with
no penalty. An alternate may be substituted into an event at the daily scratch
meeting with no penalty. If an alternate is substituted into an event once
the day's events have begun, the athlete who is scratched cannot comete in
any more events. A coach adjust relay assignments on the final day of competition
by submitting a relay card to the clerk prior to the race.
Ten Minute Time Limit and Multiple Events: An athlete may leave a field event
10:00 prior to their actual race. An athlete will have 10:00 to recover after
competing in a heat or other event. An athlete may not take more than one
try in succession (exception: final competitor in the high jump or pole vault).
Field Events: Eight will advance to the finals in each field event. Prior
to the competition, a coach will sign a form certifying that the athlete is
using the proper pole for his weight. A long or triple jumper must use cones
to indicate the board he or she will use for a jump. Throwers may use any
implement that has been weighed in for the event (pool procedure). A competitor
may not view a videotape of an event in progress. Coaches may assist with
marks for jumps prior to the first call for field events. Coaches may be in
designated areas during field events.
Running Events: The 3200 will use a waterfall start. The 800 and 1600 will
use a half stagger start and break at the pole. Coaches may assist with relay
marks prior to the first call. Coaches are not allowed on the field during
competition. A runner or relay team can be disqualified if being assisted
from a person in a position inside of the track. A Finish Lynx System can
be used instaed of a videotape to verify varsity finish positions and to to
record fully automatic times (FAT).
Protests: A signed form must be in to the meet director or referee within
10:00 of the announcement or posting of the results. An appeal of the referee's
decision can be submitted to the meet director within 10:00 of the referee's
decision. A Jury of Appeals, consisting of the head coaches not directly involved
in the situation, will uphold or overturn the decision. The Jury of Appeals
replaces the 2AAAAA games Committee.
Attire: Tatoos are appropriate as determined by the campus principal. A wristwatch
is not considered an aid and may be worn. Sunglasses are not allowed without
a medical prescription. Jewelry, hats, caps, bandanas, etc. are considered
to be in excess of the uniform rule and are not allowed. The meet director
may permit the wearing of hats or gloves in inclement weather. An athlete
who fails to follow an official's directive will result in disqualification
from the event. A heavy or large competitor may compete in school issue, school
color shirt/jersey and/or short/sweatpant for modesty reasons. Any undergarment
worn underneath the singlet or shorts must be a single solid color. Members
of a relay team, who wear undergarments underneath the singlet and/or shorts,
must wear the same solid color(s).
Interscholastic Track Officials Association of Texas (ITOAT) Notes (2000):
Regarding competitors and their unifroms: "in Texas we will warn all
athletes and coaches before the competition begins in each event. This warning
shall serve as their individual warning. Any viloation after this warning
shall be a disqualification from that event. If the incident recurs, involving
the same individual, the athlete shall be disqualified from further competition
in the meet. An athlete shall be considered in competition when they are checked
into a field or running event. Out of competition may include: (a) after 3
consecutive misses in the high jump, (b) after 3 throws or jumps in the prelims
for a non-finalist in the event, (c) after their third throw or jump in the
finals and they have properly exited the ring or pit, and (d) after finishing
a race and having met all obigations with the pickers and timers.
Volleyball

The official ball for 2000-01 will be an official leather regulation volleyball,
white in color, provided by the home team.
Wrestling

3AAAAA and 4AAAAA Procedures for UIL Weight Control Plan
A. A wrestler's scratch weight weight will be determined based on a weigh-in
at his first after school practice.
B. The weight will be recorded on the UIL Weight Certification Form and kept
on file with the campus principal and the school district's athletic director.
C. Mandatory weekly weigh-in sheets will be kept on file with the campus principal
and the school district's athletic director.
D. The physician's certificate of the new minimum weight class must be kept
on file with the campus principal and the district's athletic director.
E. All documentation concerning the UIL Weight Control Program must be available
if requested by the District Executive Committee (DEC) or the UIL.
Volunteer Coaches
A wrestling coach must be a fullltime district employee. A fulltime district
employee may volunteer and assist with practice or competition. A person who
is not a fulltime district employee may not help coach a team.
